Lowell was born to Maurice and Melba (Moffitt) Jones in Spanish Fork, Utah. The family lived in Payson; Henderson, NV; and Salem Fields, before arriving in Mona, Utah, where he attended and graduated from Juab High School in Nephi, Utah. He met his future wife Carolyn Oliver there. Lowell served a mission in the Western States Mission working in Denver, Grand Junction, and El Paso.
Lowell graduated from Brigham Young University in 1964, and briefly attended law school at the University of Arizona, before changing his mind about a profession and entering the University of Iowa School of Medicine. He graduated with honors in 1969.
Lowell completed an internship at LDS Hospital in Salt Lake City, and a residency at St. Joseph's Hospital in Phoenix. He completed his specialty training in Allergy and Immunology at National Jewish Hospital in Denver. Lowell also practiced in Winslow, AZ and Nephi, UT. Lowell served two years in the US Public Health Service at the Papago and Pima reservation in Sacaton, AZ. He was briefly able to serve as a physician aboard a Coast Guard cutter, which he thoroughly enjoyed.
In 1977, Lowell returned to practice in Utah and shortly thereafter established the Provo Allergy and Asthma Clinic, where he was the first physician to specialize in allergy in Utah County. Lowell practiced there for 24 years until he retired in 2000 because of health reasons.
Lowell loved flying his Beechcraft Bonanza and later a Cessna 310.
Lowell is survived by his wife of 54 years, Carolyn Oliver Jones, his four children Mitchell Jones of Salt Lake City, Lance Jones (Kim) of Folsom, CA, Mark Jones of Heber City, and Lindsay Mercedes (John) Waters of Harrisonburg, VA, and nine grandchildren. He is predeceased by his parents and his brother, Kevin.
