He was born August 8th, 1955 in Ogden, Utah, but he spent all of his growing-up years living in Roy, Utah. Richard earned a Bachelors of Science in Chemical Engineering at Oregon State University and a Masters Degree in Public Affairs from Indiana/Perdue University. He worked as a Nuclear Engineer in Civil Service for 33 years working in Radiological Controls for the first part of his career and later in Hazardous/Mixed Waste, monitoring nuclear waste for the United States Navy for aircraft carriers and submarines. He arranged transportation of Nuclear Waste from Japan to the United States. He lived in Oregon, Washington, Utah, Japan, and Arizona.

He was a faithful member of the Church of Jesus Christ of Latter-Day Saints, giving of his time and talents by serving as a Branch President, a High Councilor, Young Men’s President, and Financial Clerk.

He was a loving husband, father, and grandfather who could fix anything that was broken, and had a great listening ear. He loved to travel with his wife and saw many parts of the world.
