Scott Thomas Duncan passed away unexpectedly on June 3, 2025. He was born on January 17, 1952, to William Thomas and Geraldine Penrod Duncan.
Scott grew up in Springville, Utah, where his early years were filled with a love of sports, nature, and family. A gifted athlete, he stood out in baseball, football, and basketball—earning varsity letters in all three during his time at Springville High School.
He had a lifelong passion for collecting and trading baseball cards, and keeping a traditional scorebook for nearly every Braves baseball game. He was also a loyal BYU football and basketball fan, holding season tickets to both for many, many years.
As a boy, Scott was also active in the Boy Scouts, where he developed a strong sense of service, leadership, and a deep appreciation for the outdoors—values that stayed with him throughout his life.
Scott shared a close-knit bond with his two brothers, and together they spent countless days hunting and fishing with their father—and often their mother—throughout Utah, especially in the hills and valleys of Wayne County, which held a special place in Scott’s heart.
With a natural blend of intelligence and charm, Scott had a way of making others feel seen and valued. His classmates recognized those qualities when they elected him student body president in junior high. His quick wit, kind nature, and quiet confidence left a meaningful impact on all who knew him.
Service was a defining part of Scott’s life. He joined the National Guard as a young man and proudly served both in his youth and again during Operation Desert Storm, where he was deployed to Germany for nearly 10 months from 1990-91.
Following in his father’s footsteps, Scott joined the Utah Highway Patrol in 1976. Through hard work and unwavering dedication, he rose through the ranks to become Colonel, and in 2006, he was appointed Commissioner of Public Safety for the State of Utah. As Commissioner, he was a committed public servant who oversaw 11 divisions, working closely with the governor and legislature on critical budget and policy matters. Known for his integrity, wisdom, and unwavering leadership, he was not only respected by colleagues but was also cherished as a mentor and friend by many.
Scott had a deep love for learning, which led him to pursue a college education, while working as the Lieutenant for the Highway Patrol. Scott went on to become valedictorian of his graduating class at SUU in 1990, earning a master’s degree in political science. In 1995, while serving as Colonel in the Highway Patrol, Scott graduated from the FBI National Academy 182 in Quantico, VA.
Towards the end of his career with the Highway Patrol and for many years after retirement, Scott was able to share his wisdom and experience by teaching criminal justice classes at Columbia College.
Scott leaves behind a legacy of love. He deeply cherished his family and friends, consistently showing his care through acts of service. His grandchildren always knew they could count on him, whether it was cheering from the stands, standing in their corner, or holding a special place in their hearts. His love and support helped shape who they are, and his example will guide them always. Scott loved our savior Jesus Christ and was a wonderful example of how to serve and love others. He was a member of the Church of Jesus Christ of Latter-Day Saints.
He is survived by his children Heidi Holt (Mike), Mike Duncan (Kellie), Chantelle Caron (Matt); twenty six grandchildren and four great-grandchildren; his brothers Brad Duncan (Loretta) and Corey Duncan (Charlene).
He was preceded in death by his son, Philip Duncan; his parents, William and Geraldine Duncan.
Funeral Services will be held at 11 a.m. on Monday, June 9, 2025 at The Church of Jesus Christ of Latter-day Saints Chapel, 1460 East 900 South, Springville, Utah. Viewings for family and friends will be held from 6-8 p.m. on Sunday, June 8, 2025 at The Church of Jesus Christ of Latter-day Saints Chapel, 1460 East 900 South, Springville, Utah, and from 9:30-10:30 a.m. on Monday, June 9 before the services at the church. Burial will be at the Springville Evergreen Cemetery.
